Africa Public Health Foundation (APHF), in partnership with the Africa CDC, plays a central role in the implementation of the EU Health Emergency Preparedness and Response Authority (HERA) funded initiative supporting the Africa CDC Institute of Pathogen Genomics (PGI). This collaboration is designed to strengthen Africa’s capacity for molecular diagnostics and genomic surveillance, thereby enhancing outbreak preparedness, detection, and response across the continent.

APHF serves as a key implementing and grant management partner, working closely with Africa CDC to operationalize the Africa Pathogen Genomics Initiative (Africa PGI), particularly under the Integrated Genomic Surveillance for Outbreak Detection (DETECT) Project. Through this role, APHF contributes to the coordination and execution of a multi-country, multi-institutional programme spanning 12 African Union Member States.

A core function of APHF within the HERA-funded programme is the provision of robust grant and financial management services. APHF maintains oversight of programme funds to ensure efficient, transparent, and accountable utilization in line with EU donor requirements, while ensuring compliance with donor regulations, contractual obligations, and financial reporting standards. The Foundation also monitors expenditure and conducts financial reviews to support effective programme delivery. Through these functions, APHF ensures fiduciary integrity while enabling smooth implementation of programme activities across all participating countries.

APHF provides critical operational support to facilitate programme delivery across multiple fronts. This includes coordinating logistics for trainings, workshops, and field activities, as well as supporting the implementation of capacity-building initiatives across National Public Health Institutions (NPHIs) and National Reference Laboratories (NRLs). APHF also supports procurement processes for essential goods and services, including laboratory consumables, equipment, and related services. This operational role ensures that planned activities are executed efficiently and in a timely manner, directly contributing to the project’s objective of enhancing early detection and characterization of infectious disease outbreaks.

APHF plays a key role in tracking programme performance and ensuring accountability. The Foundation supports monitoring and evaluation processes to assess progress against project objectives, while promoting data-driven decision-making to continuously improve programme effectiveness.

Together, these efforts position APHF as a reliable and results-oriented partner in advancing genomic surveillance and public health security across Africa.
